Update of telescope names #233

I added tibet and tactic to the telescope definitions in https://github.com/gammapy/gamma-cat/blob/master/input/schemas/dataset_source_info.schema.yaml

Moreover, I changed https://github.com/gammapy/gamma-cat/blob/master/input/schemas/dataset_info.schema.yaml so that the telescope names are compared to the pre-defined ones.
