Convert Planck HFI FITS image to HiPS format #52

Eventually, we will need to convert certain FITS images into HiPS format so that we can display them on our website. Here is one Planck HFI image that would be great to have:

When we want to learn how to generate an image in HiPS format, we can start with this one.

Due to time constraints, we will probably just do this for a Fermi image. We already have 3 Planck images from CDS' database.
