This is a large PR that refactors code in many different files, but mainly the PR accomplishes:

Add 3FHL catalog to website. Dump it using data_python_list() from Gammapy. (I did this for 3FGL and TeV data as well.)
Remove 2FHL data from the website.
Switch to a new JSON format - array of source objects. Code throughout the website had to be re-configured to read data from the JSON files in this new format.
Code clean-up.

@cdeil - Just have a quick look at the diff in this PR. My next steps (for a new PR):

Dump individual source data to JSON files.
Fill in source detail pages
