Sync sonar properties with python project template

Synchronize sonar properties with ctao python template project (see here).

Added sonar.qualitygate.wait=true (see https://docs.sonarsource.com/sonarqube/latest/analyzing-source-code/ci-integration/jenkins-integration/pipeline-pause/) to sonar-project.properties.
