Address issues with pypi deployments #1061

Fix several issue with the pypi deployment:

failed on building due to link to old rst readme in pyproject.toml
deploy on release.publish only (Closes #1060 )
remove user name / pw to address warning on trusted publisher (let's see if this works; we have defined a trusted publisher on pypi for gammasimtools following the instructions here

I want to wait with reviewing / merging until the simtools is integrated into conda. We can then test the whole deployment to pypi / conda in one go.

So this PR is on hold for now.
