Select latest version of model parameter databases

There are several versions of the model database available. We do not want to change the version number hardwired at several places in simtools (e.g., the unit / integration tests) frequently.

This PR adds functionality to select the LATEST model parameter DB version:

• relies on semantic versioning for the model data base (we do that)
• key is a LATEST in the DB name for the simulation model
• set e.g., SIMTOOLS_DB_SIMULATION_MODEL='CTAO-Simulation-Model-LATEST' and the algorithm in db_handler will look for the maximum version number
