Run a local mongo DB instance

Review after merging #965

Adding scripts to generate a mongoDB instance in a container and fill it with the model parameter values. This allows to run a local database instance with no need to connect to the DESY instance.

Allows for heavy and potentially destructive development without the danger of damaging the production DB. This is for developers only!

Check the database_scripts/README.md on how to use this.

I a managed to run a local DB and connect with simtools and with robo3d (see screenshot). What I didn't manage yet is to connect from another container (despite using the --network flag).

Missing items:

• [x] 'stabilize the scripts (not sure why setup_local_db.sh needs to be executed twice)
• [x] understand roles and why the need to be set explicitly for uploading a new database
• [x] add missing databases (only `Staging-CTA-Simulation-Model-Derived-Values)
• [x] unit tests cannot add sandbox DBs (not authorized; not sure why)
• [x] see if some of the bash scripts can be replace by python scripts
