Add application to extract a layout using telescope positions stored in the DB #971

(somehow was convinced that I've opened a PR on this already, but I can't find it!)

Add an application db_get_array_layouts_from_db.py to read list of telescopes for a given layout name from the database. Also list the available pre-defined layouts from the DB (see examples and integration tests for the typical usage of this application).
