Removed (and checked) a TODO in simtel config writer; fixed one pylint report

Addresses the Todo in issue #933.

This is really a feature of sim_telarray with the first telescope being the default one. Removed therefore the 'todo' after improving the comment.

Fixed also an issue reported by pylint (but note: conflict with ruff reporting...)
