Update all requirements to latest besides html5lib as of 19/07/2016

Upgrading html5lib==0.99999999 breaks beautifulsoup4, thus all tests were breaking (now it's not).

Also, pip-tools (1.7.0) is finally compatible with pip==8.1.2.
