Failed to enable Push To Deploy.

What steps will reproduce the problem?

1. Go to Cloud Project "Cloud Development/Releases" tab
2. Press "Create a new repo" button

Butter bar: Failed to enable Push To Deploy.

What is the expected output? What do you see instead?

What is the output of 'gcloud version'?

0.9.21

Please provide any additional information below.

After several minutes it seems that the repo was created -- perhaps a race 
condition?

It's not reassuring (but very common) that Google just displays terse error 
messages like "Failed" or "Oops" with no explantation. At the very least, show 
a link to a page to report the bug or email the user with a bug ticket. Or put 
the typical Red Bar disclaimer that this is experimental and not supposed to 
work.
