Can not modify Instance.

What steps will reproduce the problem?

I created an Cloud instance with three app engine apps and one external server 
connecting via Ip to the cloud instance. All three app engine apps that are 
connected to the cloud instance have cron jobs.

What is the expected output? What do you see instead?

I want to be able to edit my instance. However, I can not edit it or modify it 
in any way. This includes modifying the billing or adding another external ip. 
All I get is, "Your changes can not be saved." I have stopped all three app 
engine application and i am still not able to edit the instance.  

What is the output of 'gcloud version'?

gcloud tells me to make sure the resources actually exists.  

Please provide any additional information below.

I am also not able to access the logs to see what is happening in my instance. 
The only thing I get is An error message telling me to come back later. Any 
help in this matter would be greatly appreciated.
