Update components-2.json with new go 1.9.11 sdk

What steps will reproduce the problem?
gcloud components update
*make sure gae-go is updated*
goapp version

What is the expected output? What do you see instead?
expected output is: go version go1.2.1 (appengine-1.9.11)

given output is: go version go1.2.1 (appengine-1.9.10)

What is the output of 'gcloud info'?
