Workaround to install Google Cloud SDK on Windows 8.1

What steps will reproduce the problem?
1. Logon to a computer running Windows 8.1
2. Navigate to Google Cloud SDK home page: https://cloud.google.com/sdk/
3. Select Download the Google Cloud SDK installer for Windows: 
https://dl.google.com/dl/cloudsdk/release/GoogleCloudSDKInstaller.exe
4. The download process will failed if "Webroot SecureAnywhere" if enabled

What is the expected output? What do you see instead?
5. The download will failed with error "failed - insufficient permissions..."

What is the output of 'gcloud info'?

Please provide any additional information below.

I'd recommend to zip the file instead of having a .exe file to avoid this issue 
and/or work with Webroot SecureAnywhere to allow the install of any files with 
google.com domain.

Thanks for reporting the issue. We already provide a zip installer. You can 
find it here: https://cloud.google.com/sdk/#install-archive . We will update 
the download page to make this clearer.

Yes, please update the page to make the installation steps more clear. Also, 
I'd recommend to run the install in a Windows 8.1 machine, take screenshots and 
include them in the install guide. If you need any assistance just let me know.
