the OperatingSystem language, country, locale, etc.
is not exactly the same on different OS

ex:

Mac OS X
 - en
 - GB
 - en_GB

Windows XP
 - English
 - United States
 - English_United States

not only we need to support locales but considering how Windows deal with 
locales we also need to support codepage

worst we need to support characters encoding depending on the codepage and 
locale
