There is still plenty of work to do investigating the slope limiters, but this pull request includes the essential fixes to the meshless that I made in the investigation so far. The fixes include:
updating the thermal properties after changes to the conserved quantities
recomputing the density for particles that become active, only if the density is out of date,
In doing this I aslo moved the various particle flags (active, potmin) to be part of the flags class.
