Locale cannot be changed when using Novell's CLE restricted browser #422

Hello,

We set a Novell's CLE using the work around suggested in issue #317
We added the PWM site url to the restricted sites of IE, and used session 
cookies as suggested.
The PWM functionality works except the locale change.
We set 2 locales (iw and en), and when trying to switch between them using the 
link at the bottom, the application is reloaded but the locale is not changed.

Checking the log, we can see the following lines:

TRACE, pwm.SessionFilter, {1wa} user locale set to 'iw' 
DEBUG, pwm.SessionFilter, {1wa} setting session locale to 'en' due to 
'pwmLocale' request parameter 

but right after that:

pwm.SessionFilter, {1wb} user locale set to 'iw'

The log file is attached bellow.

Please noticed that the problem is not reproduced when using another browser or 
when using a IE browser without setting the restricted site.

What version of PWM are you using?
1.6.4

What ldap directory and version are you using?
eDir 8.8.7
