"Force All Random Response Completion" option missing

What steps will reproduce the problem?
1. Edit the Challenge Policy using a browser.
2. Read the text under the header "Random Questions".
3. Try to find the "Force All Random Response Completion" setting.

What is the expected output? What do you see instead?
There should be a setting for "Force All Random Response Completion".  I can't 
find that setting in the app or in the WEB-INF/PwmConfiguration.xml file.

What version of PWM are you using?
1.6.4

What ldap directory and version are you using?
AD Win2008R2

It's a leftover typo.  See the setting "Minimum Required Random Challenges 
During Setup" instead.

Leaving this issue open as a marker to fix the help text.
