[Enhancement] Add option for helpdesk password reset to clear challenge response data

In the case where the Forgotten Password module is available, but a user calls 
the helpdesk to have their password reset, it is probable that the user has 
forgotten the answers to their challenge response questions.

It would be useful to have an option inside the Helpdesk module to "Clear 
Challenge Response Data On Password Reset" to automate this process. This would 
allow PWM to force them to enter new data after they change the password.

At the moment, the same can be achieved with an "External Change Method" plugin 
but since it is a common use case it would be great to have a built in option 
for it.

Actually, looking at this again, there seems to be an option for this already 
but the description is incorrect:

Clear Responses on Password Set
Mode to allow helpdesk administrators to set passwords. (Note the logged-in 
user must have proper ldap permissions.) 

Propose to update this description with a correct one.
