Database server is not available: 5051 ERROR_DB_UNAVAILABLE (get operation failed) #461

Good morning,
 i am not sure if this is the right place to seek help, but please help me if you can

i installed XAMPP on my windows 2003 test server and was able to get to the 
config page. the place i am stuck at is the DB configuration. i have installed 
JDBC driver, place a copy of  mysql-connector-java-5.1.26-bin.jar in lib dir of 
my webapps\pwm\WEB-INF\lib. but i am still not able to connect to MYSQL DB

What version of PWM are you using?
A : latest, downloaded a day before yesterday

What ldap directory and version are you using?
A : AD 2008

Please paste any error log messages below:
Database server is not available: 5051 ERROR_DB_UNAVAILABLE (get operation 
failed: com.mysql.jdbc.Driver)

Sorry, this is not the right place. Try the pwm-general mailing list. By the 
way, your PwmConfiguration may contain important passwords. Even though they 
are incrypted, they can be decrypted by PWM.
