Screen Refresh Errors

What steps will reproduce the problem?
1. Using Firebug observe the Console
2. Wait for a refresh to be triggered
3. Observe errors

What is the expected output? 
No errors and regular refreshes.

What do you see instead?
hist.up is not a function

What version of the product are you using? On what operating system?
1.3.1 on Jenkins 1.471 on UNIX

I'm also noticing that the "Refresh frequency (in seconds)" configuration 
always reverts to "3".

I did notice the js error, but that's not something we were calling explicitly. 
 Do you have more info about what may be the root cause?

Otherwise, fixed the refresh always being reverted to 3.

Hello Marcin - no, I don't have any more info.  If you've also noticed the JS 
error then you have as much to go on as I do.
