Layers are mirrored when scaling down #3

What steps will reproduce the problem?

1. load an example file, e.g. arm.nmt
2. scale the layer down
3. move the layer to the bottom-right corner
4. scale the layer down until it is mirrored

What is the expected output? What do you see instead?

the layer gets mirrored when it is scaled down too much

There was a bound for the minimum value of scale, which looks like has been 
taken out.
