Send commit hash in body for triggering tests

Now there are some issues. See documentation to resolve.

Fail on good commit

• we have commit A in master, which triggers integration tests;
• then we have commit B before integration tests were started;
• integration tests will clone repository at the state B;
• commit B contains integration fails, which not present in commit A
• build triggered by A will be occasionally failed

  Building docker

Docker Container should be built only after integration tests passed for exact commits for changed services.

First step is done in commit 9954199ea4e08161d944906b8af6f9b196f21e55. As we cannot send any parameters after build, it was decided to update config file in this repo to pass all needed information and trigger new build via GitHub API.
