cluster_hide_down_hosts set to false still hides downed hosts #275

Downed hosts that were previously monitored by ganglia are still hidden from cluster view when cluster_hide_down_hosts is set to false. As it is often useful to look at historical data for a host that went down (i.e. when getting paged for an unreachable host), it would be nice if cluster_hide_down_hosts worked as expected.

Specifically, you are not seeing metric graphs for downed hosts?

@pcpiela - yes for down hosts only.
