TL;DR:

Need to remove custom repository build pieces and migrate deb packages into new structure
Remove sudo use
... profit!

Opened up whitelist requests for libapr1-dev and libaprutil1-dev:

Added annotations to the apt-package-whitelist tickets explaining away the setuid/setgid instances showing up in both package sets as being benign. As soon as they are whitelisted, I will re-submit the package for build.
