zoom-in zoom-out lag in osmdroid 3.0.6 jar #290

What steps will reproduce the problem?
1. Download tiles for a region using mobac for zoom-level 12-15 and copy in sd 
card
2. use zoom in starting from level 12
3. use zoom out starting from level 15

What is the expected output? What do you see instead?
expected output: smooth zooming capability
actual result: lagging zoom-in zoom-out, sometimes blank tiles(while zooming 
out) despite tiles being on the sd card 

What version of the product are you using? On what operating system?
3.0.6 jar
Fedora 12 (emulator) , Android 2.1.1 (device)

Please provide any additional information below.
tested on device as well as emulator
It seems center tile does not zoom in as expected
Once it is out of focus (i.e user goes to a different location) , the tiles 
appear to have positioned properly without any lag/distortion

How is this different to issue 289?

@neilboyd: yes its kind of similar to issue 289 , but this refers to offline 
mode..happened to see issue 289 after reporting this
