Allow essence finding without infusion

Essences are useful to a wider variety of characters than just infusers.  They 
can be used with alchemy to create grenades, and by shapeshifters/druids/anyone 
to breathe elements as a dragon.

I said Infusion needs to be made *more* useful, not *less* useful. :-P

Still, this wouldn't have to be a bad thing, any more than the existence of 
shapechangingless shapechanges makes shapechanging underpowered. It's just 
something to keep in mind.

Finding essences isn't the bread and butter of essences.  Using it with forging 
makes it potent.

It still plays a big role in the commonness of finding essences, along with 
perception and wizardry, IIRC.

Perception is documented, wizardry is undocumented IIRC, though I recall 
something about wizardry historically being the relevant skill. Does it really 
still have an influence?

On that note, letting Alchemy also influence essence finding (alongside 
Infusion and Perception and a certain, low baseline rate) would give that skill 
a boost that I think it needs.

I think wizardry was in the past, but is no longer.  The better of alchemy and 
infusion is used.

I will make it so that both will contribute to the skill now.
