Making new release for GAP 4.11 #16

There are tiny changes, which I suggest to publish to get a new version 1.03 for GAP 4.11. @vlaver should I can publish the new release for you, or will you run the release scripts yourself?

For example, make testpackagesload still reports

#I  Thelma: Do not call `LoadPackage( "gauss", ... )' in the package file

and this is already resolved in this repository.
