Add at least some minimal content to the README

... e.g. based on what we have in the datastructures. Right now, it is essentially empty. Thinks it should mention:

• What the package does (even a short sentence would be better than nothing)
• perhaps the URL of the ZeroMQ project
• mention the license
• mention how to submit issue
