Add a redirect for mactutor URLs #327

The following request came from Bruno Ceccolini:

The URLs linking to biographies (such as http://www.gap-system.org/~history/Biographies/Hamming.html) should be redirected to https://mathshistory.st-andrews.ac.uk/Biographies/Hamming/ for instance. It is also fine if they redirect to https://mathshistory.st-andrews.ac.uk/~history/Biographies/Hamming/, as the removing of “~history/” is already handled on our side.

I was informed by John O’Connor (who founded MacTutor and developed much of the https://mathshistory.st-andrews.ac.uk/ website) that the MAA website still contains some links to these URLs (found at https://www.maa.org/news/on-this-day). However, I am not sure how many of these links there actually are.
