Update CHANGES.md, prepare for GAP 4.14.0-beta1 #5842

@ThomasBreuer thanks that's a good idea.

In the meantime I'd like to merge this anyway and release beta1 so that downstream packagers can commence testing. The final release can still include the updated examples packages.
