Add UART RX peripheral #16

This Pull Request adds the following:

Support for netFPGA SUME
UART_RX peripheral

This also includes fixes to allow identification of interruptions from more than one peripheral, as well as changes to the init_mem.py script to allow for the input binary to be passed as an argument.
