Static screen (as in analog-type static) with Chromecast #586

What steps will reproduce the problem?
1. Connect Chromecast to TV HDMI and 1A USB poer supply
2. Turn on TV and USB power supply
3. Switch to HDMI 

What is the expected output? What do you see instead?
I expect to see something.
But I see nothing but old-style analog-type static. What you see on an old 
analog TV tuning into a frequency where no transmitter transmits.
On a good day, I can get a picture on the TV, but it cracks in the audio signal 
and breaks into static picture every few seconds.

What version of the product are you using? On what operating system?
Nothing so far because I want it to work properly befor starting to cast 
something to it.

Please provide any additional information below.

This seems to be a hardware issue, not an issue with the Cast SDK. Please
