Add Pistachio #18

I have two hesitations about adding this: 1) it appears to be a refinement of existing template engines for a very specific set of preferences, without wide adoption; 2) I'm not sure how it differs from the existing choices.

Would you agree with point 1, or am I missing something?

Additionally, if I were going to merge it, I'd need to know how you were qualifying it as "speedy".
