The submenu under highlight/redact/copy/text/line are hidden

What steps will reproduce the problem?
1. Open a website (www.google.com)
2. Select option "capture whole page"
3. Try to add a text/hightlihgt etc but all submenus are hidden behind the 
screenshot. see attached.

What is the expected output? What do you see instead?
- Submenu should be visible. All options are hidden behind the screenshot 
image. Only when you do page region and select a smaller size image that I get 
to see sub menu of copy.

What version of the product are you using? On what operating system?
chrome - 24.0.1312.52 m
OS - windows 7 SP1 Enterprise - 64 bit.
