Problem

Upgrade minimum Spigot API version to 1.18 as per https://github.com/garbagemule/MobArena/pull/769#issuecomment-1724329046

Closing this as we're currently on 1.19 😄

There's still the matter of Java 17. Since Minecraft 1.18 requires Java 17, it should be fine to bump, but with the Gradle rework it's probably easier to do in a different PR.
