What this PR does / why we need it:

This PR adds support for the hcloud gardener extension. It will extract the hetzner cloud token from the shoots environment and call the hcloud CLI with set environment variables.

Can we merge this, I have additional PRs that are based on this (ssh to hcloud for example)
