Describe howto access the shoot kubernetes apiserver via tailscale vpn #501

What this PR does / why we need it:

If shoot cluster users want to completely close the kubernetes apiserver to access from the public internet, but allow access from a tailscale vpn, this document describe the required steps howto achieve this goal.
