Release Notes:

MachineDeployments will have the CSI topology labels `topology.csi.vmware.com/k8s-region` and `topology.csi.vmware.com/k8s-zone` when created.
Use vSphere automation library for vSphere version call. Upgrade base image and misc dependencies.
`provider-vsphere` no longer supports Shoots or Seeds with Кubernetes version < 1.24.
Fix NPEs in shoot and secret validators of `gardener-extension-validator-vsphere`
