What this PR does / why we need it: This PR classifies OverconstrainedZonalAllocationRequest as ERR_RETRYABLE_CONFIGURATION_PROBLEM. https://github.com/MicrosoftDocs/azure-docs/issues/41402#issuecomment-546416921 and https://github.com/gardener/gardener/pull/4703#discussion_r713658798 are the motivation behind it.
