Adopt integration tests to OOT providers #631

What would you like to be added: We have an integration tests framework on GoLang enabled with https://github.com/gardener/machine-controller-manager/pull/618. However, this is yet to be adopted by the OOT providers. This is an umbrella issue to track the migrations.

Why is this needed: To get rid of the in-tree bash scripts.

Openstack clusters are currently not accessible from Public concourse, so pausing the issue till then
