Improve API Server Connectivity Monitoring

What would you like to be added:

Better monitoring of the API Server availability.

Some specific action items:

[ ] Monitor connectivity from each shoot node (currently just 1)
[ ] Better dashboards with more insights. For example timeouts, TCP Packets (SYN, SYN+ACK, etc.)
[ ] Conntrack metrics
[ ] Easier access to tcpdumps (TBD)

Why is this needed:

To help debug issues with API Server connectivity, we would like more insights to what is going happening on the network level. Is the issue due to specific components, the infrastructure, or something else.
