[Bug] Ratio Protect: Trivial ratio losses don't trigger minimum protection #201

Description:

When your ratio is already below the minimum set amount, a DL that would cause trivial ratio loss does not get blocked. Unknown if this is only an issue in M+ or also in standalone MRP.

Walkthrough:

Steps to reproduce the behavior:

  1. Set minimum ratio to be above your current ratio
  2. Find a very small file

Expected Behavior:

Any download that would put your ratio below the minimum amount should trigger FL Needed
