SOUL_SAND isn't under USE_CUSTOM_MECHANICS #9

Describe the bug When USE_CUSTOM_MECHANICS is turned off, SOUL_SAND still is on unless specifically set to false

To Reproduce Steps to reproduce the behavior:

  1. Set USE_CUSTOM_MECHANICS to false
  2. Set SOUL_SAND to true
  3. Kill mob on sand in nether
  4. See error

Expected behavior SOUL_SAND should be disabled as well.
