maybe cache station details? #16

for an hour or two lets say seems awfully silly to keep on downloading the exact same thing over and over wastes requests, wastes time station info is unlikely to change very often and if it does, oh well you'll just have to wait a bit (or clear cache)

done, cache time set to a day will push tomorrow once ive confirmed it works

we can get the same info from https://radiko.jp/v3/station/region/full.xml so could maybe do it in the indexing regions step?

but i think probably not - yes we can save a request to the region specific station list but it would mean we have to get the whole region index every time so it saves a request the first time its ran, but then we have to grab the big massive one over and over again for the rest of time not worth it
