further favicon investigation #26

in #23 and then #25 I thought that the favicon was working based on what was being rendered locally.

It seems that on deploying the main branch, it is still not being rendered.

Step 1 is to figure out how to clear browser cache for localhost

On 12/20 @ 10:37 PM, I opened the main page of the blog and the icon was being rendered in my tab. Let's call this closed. I'm not sure what changed or why it works now -- but I'll take it!
