(Admin) demote user #9

Story As the default admin user I want to remove another admin's privileges so they cannot access admin features.

Testing

Unit tests to verify:
- Default admin user can demote another admin user
- New user is not seen as admin
Instrumented tests to verify:
- The database is updated properly
- The demoted admin stays non-admin
