There is a workaround with using older make versions, but I guess that make has been enhanced and more problems (like a missing file) are reported instead of forgotten...
So maybe with the older make version that one file will just be not compiled and is missing in the resulting library.
I would prefer not to use such dirty install-hacks and get a complete lablgtk.
