switch from File::HomeDir to ::Tiny #33

File::HomeDir has a lot of prereqs and also some architecture-specific dynamic dependencies, none of which are needed here for the simple homedir case.

Coverage remained the same at 91.068% when pulling 316e11b8ac684cc56a624819fad0f79ad86e4201 on karenetheridge:ether/homedir into 50bde41e743206e3a7e79796f917699663e4c19b on garu:master.

Travis is failing because the coverage tests are running on 5.8 -- but Devel::Cover requires at least 5.10. (see https://github.com/pjcj/Devel--Cover/issues/226)

I have attempted to fix the travis config with a second commit.
