Since there is a hex map with various terrain, there should be action points so that moving into difficult terrain costs more than easy terrain.
Terrain:
These costs compete with spending APs to cast spells:
Players get 3 APs per turn.
Having roads move 2 spaces is sometimes odd (leftover 1/2 point), so remove it.
Magic:
Players get 3 AP per turn
